各位記者、各位的士同業：大家好！
首先讓我衷心感謝各位撥冗在百忙中出席今天的發布會！
大家都知道，近日香港消委會發表網約車報告，該報告收集了大量資料，想引進外國對網約車的發展做法，卻往往忽略了香港歷史亦有網約車失敗的經驗！
在此，譲我們重温一下這個個案。70年代香港經濟起飛，政府運輸政策是確立以集體運輸工具去解決市民交通需求，致力發展四通八達的地鐵網絡，支援了香港市民
人口流動之交通需求。而的士作為巴士、小巴的輔助交通工具，為乘客個體從點到點的需求提供便捷的交通服務，這是的士行業的歷史定位，也是不可替代的。
回顧76年至78年紅牌車的運作，當時此車種是介乎的士與白牌車之間其中一種合法的從點到點的個人交通工具，當時收費並不似的士有看錶收費標準，是司機與乘客各自議價去接載。紅牌車司機因更彈性地揀客及收費，又因紅牌車收費價格由司機訂，而政府沒有監管，乘客投訴無門，民怨沸騰，最後政府把1805部紅牌車要強制車主補價75000元轉類為的士，正式結束紅牌車年代。
當下，消委會又提出増發1500個網約車牌照，是否有考慮過香港過往歷史，司機人性是否能夠按照只接受網約？收費標準又
是隨意，最後受害者是否都是香港市民？而2003年運房局局長一句「乘客可以議價」的說話，就破壞了香港的士幾十年行之有效的「按錶收費機制」，而咪錶收費標準亦沒有跟隨交通白皮書之指引，故造
成今天乘客及司機都有怨氣。這就是歷史
留給我們的教訓和思考。
「前事不忘，後事之師。」我在此呼籲，
消委會要想解決問題，就要溫故知新，貼近地氣解決問題，而不是簡單的「洋為中
用」，企圖照搬照抄外國網約車做法，來
解決香港問題，應該用心聽取我們的士業
界的意見，結合實際情況，深入研究探討，制訂出一套切實可行的方案。
