十大車行擁2600的士牌 值百億 佔「公司牌」36%稱沒炒賣 議員促增交易透明度

【明報專訊】現時全港共有約1.8萬個的士牌，但牌主身分及持有的士牌數目鮮為人知。本報以公開資料守則向運輸署索取全港公司登記的士車主資料，發現公司車主佔全港的士牌約四成，本報再就擁有4個或以上的士牌的公司查冊，涉及逾300間公司，發現十大車行透過各自關連公司，擁有逾2600個的士牌，佔全部公司牌約36%。有車行負責人否認炒牌，又稱車行間不會討論如何訂定牌價；有立法會議員認為的士牌價或影響車租甚至車資，應增加交易透明度。
全港1.8萬牌 900公司擁四成
運輸署資料顯示，本港共有約1.8萬輛已登記的市區、新界及大嶼山的士。根據本報獲得截至今年6月底的的士牌登記資料，以公司名義登記的士車主約900個，共持有約7350個的士牌，本報就擁有4個或以上的士牌的公司查冊，翻查逾300間公司的文件，涉及近6500個的士牌，發現十大車行透過各自的關連公司，擁有至少2650個的士牌，佔所有公司車主擁牌數目約36%（見表）。
有車行與關連公司擁419牌
首3名持有最多的士牌的車行為泰和車行、忠誠車行及鴻溢車行，主要股東分別為伍熀、鄭克和及陳汝強等，這些股東再透過其他名稱的公司持有的士牌。以第二大車行忠誠車行為例，「忠誠車行有限公司」本身持有330個的士牌，主要股東鄭克和另透過輝航貿易等5間其他公司持有的士牌，鄭名下6間公司共持有419個的士牌，以現時每個的士牌價500萬元計算，估值約21億元。
牌價3年跌200萬
不過，的士牌價與樓價不同，政府沒有徵稅，亦不會監管或存檔相關紀錄，相關牌價大多透過車行及網站如「的士聯合交易所」（下稱「交易所」）自行公布。根據交易所網站數據，的士牌價由2015年高峰期逾700萬元，下跌至近期約500萬元。本報比對資料發現，持有交易所網站的「的士聯合交易所有限公司」由陳民強全資擁有，陳本身也是的士車主，透過7間公司共持有46個的士牌。
陳民強接受本報訪問時否認自己或車行控制牌價，他解釋，交易所顯示的估價或叫價是參照市場流量及交易情况，而的士牌的成交紀錄則來自各大車行，「交易所的價格只供參照，的士牌又不是賣給交易所的」（見另稿）。
立法會交通事務委員會副主席譚文豪認為，十大車行佔的士牌數目「嚇人」，他說牌價高低或影響的士車租及車資，的士牌交易過程不透明，外界難查證相關紀錄，「交易的士牌，只要向運輸署繳交很少手續費，合謀定價的成本很低」。他建議政府於的士牌交易徵收印花稅，運輸署監管及存檔相關紀錄，增加交易透明度。
本報向十大車行查詢牌價事宜，順安車行負責人周國強及城市汽車集團負責人唐躍峯均否認炒牌，忠誠車行負責人鄭克和回應本報時稱：「傳媒、市民、政府以為我們炒牌，但車行全部都是『開米舖』，別人來買貨，我們無理由不賣，只是不會賣很多，我們買貨以長線投資、收租為原則。」他認為十大車行只佔2000多個的士牌，難言是壟斷市場，又否認車行會囤貨炒賣。
運輸署：牌價與服務質素沒直接關係
運輸署表示，的士牌照轉讓是商業活動，牌照價格由市場決定，據該署觀察，的士牌價變化與的士服務質素沒直接關係；在現行法例下，政府並無權力要求轉讓的士牌雙方向運輸署申報牌價。
競爭事務委員會則表示，自《競爭條例》全面生效以來，競委會共接獲逾3300宗投訴及查詢，涉及不同行業，當中包括交通運輸業，但為使競委會能有效地調查及保障有關各方利益，對於會否調查什麼事宜，該會一般不會公開評論。
